Update the launcher and the applications

Short answer: The launcher updates itself, and offers application updates from the signed catalogue. Updates install the same way as first installs, verified before anything is written.
The launcher
When a newer launcher is published, the launcher downloads it, verifies it and replaces itself. This has been proven end to end against the production catalogue.
Applications
An application with a newer version in the catalogue shows Update on its card. Choose it. Your settings and presets are kept.
